Proposal for a concept of communication for the Convergence Center Hamburg

Since we expect a lot of people to come to Hamburg, daily house plenaries can easily become unmanagable. Still we wish to decide by consensus and include everyone in decision-making. Therefore we propose that preferably many people get organized within affinity groups so that the house plenary can become a plenary of delegates of every affinity group.

Deligation-plenary Takes place every day at 10h. All relevant questions are discussed and decided about here. The delegates should change preferably daily (e.g. rotation principle) to avoid hierarchies. Agenda items are collected the day before until 21h on a list at the Infopoint to allow all affinty groups to pre-discuss them. The moderation should change regularly and meet the day before to prepare the plenary. The first 15 or 30 minutes could be used by everyone for announcements. The plenary should be recorded on the minutes, which will be published at the Infopoint.

House plenary Takes place on the opening day of the CCH, i.e. the 25.5. at 19h. More house plenaries can be summoned by the deli-plenary.

Affinity groups To provide the possibilty for all people, particularly for those arriving on their own, to get integrated and play a part, there should be daily meetings, where interested people can partner up with others in affinity groups. This meeting could take place every morning in parallel to the deli-plenary. Atfterwards one deli from the deli-plenary reports what has been discussed and decided.

Plenary of interests For all topics that go beyond the scope of the deli-plenary or that do not affect everyone, plenaries of interests can be called up. Information and results should be carried back to the deli-plenary. The plenary of interests could take place in the evening.

Infopoint The Infopoint is the central place for information besides the deli-plenary and will probably be split up into two sectors: information about action and information about the CCH.

Decision making In case of emergency door shift and infopoint will make decisions. When there is only little time, there will be a security group that decides. Otherwise the deli-plenary will make decisions. All general questions should be discussed and decided about at the house plenaries.
